Acción Ecológica denuncia la solicitud de procedimiento administrativo de cierre (extinción y disolución) de nuestra organización solicitada por Diego Torres Saldaña, Vice-Ministro de Seguridad Interna, al Ministro del Ambiente, por desviarnos de los fines y objetivos para los cuales fuimos constituidas.
Esta decisión administrativa, de acuerdo a la notificación del Ministerio del Interior al Ministerio del Ambiente (MDI-VSI-2016-00033), fue tomada por difundir “los graves impactos ambientales y al ecosistema que resultarían de la actividad extractivista” en la Cordillera del Cóndor y por alertar sobre la violación de derechos humanos de las comunidades que viven en esta zona. Debemos decir, que son precisamente estos objetivos por los cuales se constituyó Acción Ecológica, como lo señala el artículo 2 de nuestro estatuto: “Promover la defensa de los derechos de la naturaleza con el fin de asegurar la preservación de un medio ambiente sano y alcanzar los derechos del buen vivir, promoviendo el respeto integral”.
A su vez, en la comunicación de respuesta del Ministerio del Ambiente (MDI-CGAJ-2016-261) se dice que no cumplimos con el ordenamiento jurídico nacional. Ratificamos que Acción Ecológica se ciñe estrictamente al ordenamiento jurídico y que nuestras acciones concretamente están en plena armonía con el Plan Nacional del Buen Vivir 2013-2017, cuyo Objetivo 7.12.b señala que es una prioridad: “Optimizar la gestión ambiental participativa y el control social para la conservación de la biodiversidad terrestre y marina, mediante procesos de integración comunitaria que consoliden una cultura de paz y sostenibilidad en los territorios bajo régimen especial, así como en la circunscripción territorial especial de la Amazonia”, entre otros.
La posición de Acción Ecológica en torno al conflicto en la Cordillera del Cóndor es y ha sido la de solicitar una comisión de paz y armonía con la naturaleza, y creemos que para alcanzar esta paz, necesitamos un baño de verdad sobre lo que está ocurriendo en esos territorios del país.
Acción Ecológica, en el año 2009 ya fue clausurada por el actual gobierno ecuatoriano, por las mismas razones que ahora argumentan, sin embargo, éstas fueron aclaradas y resultaron a nuestro favor.
En aquel momento, miles de personas en el Ecuador y el mundo levantaron su voz frente a esa injusticia. En esta ocasión estamos recibiendo nuevas muestras de solidaridad que agradecemos, en particular, a las organizaciones sociales, movimientos, gremios, instituciones de defensa de los derechos humanos, organizaciones ambientalistas, feministas, y otras, sabemos que es con este tipo de manifestaciones, que lograremos revertir la arbitrariedad e ilegitimidad del cierre de Acción Ecológica.
Acción Ecológica es una organización que por 30 años defiende la naturaleza y que además es parte integrante de la Federación Internacional de Derechos Humanos-FIDH, pues estamos convencidas de que solo defendiendo los territorios que sostienen la reproducción de la vida, se pueden garantizar los derechos humanos.
Seguiremos adelante en la defensa de los derechos humanos y de la naturaleza porque “Somos como la paja del páramo que se arranca y vuelve a crecer…”.

URGENT RELEASE RE: THE SHUTTING DOWN OF ECOLOGICAL ACTION
Acción Ecológica denounces the request for an administrative procedure for the closure (legal annulment and shut down ) by the Minister of the Environment, for straying from the purposes and objectives for which we were constituted.
According to the notification of the Ministry of the Interior to the Ministry of the Environment (MDI-VSI-2016-00033), this administrative decision, was taken [because Acción Ecológica] disseminated “the serious environmental impacts and ecosystem that would result from the extractive activity” in the Cordillera del Condor and for denouncing the violation of human rights of the communities living in this area. We must say that it is precisely these objectives for which Acción Ecológica was established, as stated in Article 2 of our statute: “Promote the defense of the rights of Nature in order to ensure the preservation of a healthy environment and achieve the rights of the Good Living, promoting integral respect. ”
The Ministry of Environment’s reply (MDI-CGAJ-2016-261) also states that we do not comply with the national laws. We affirm that Acción Ecológica strictly adheres to the laws and that our actions are in perfect harmony with the National Plan for Good Living 2013-2017, whose Goal 7.12.b states that it is a priority: “To optimize participatory environmental management and control for the conservation of terrestrial and marine biodiversity, through processes of community integration that consolidate a culture of peace and sustainability in the territories under special regime, as well as in the special territorial district of the Amazon,” among others.
The position of Acción Ecológica on the conflict in the Cordillera del Cóndor is and has been to request a commission of peace and harmony with Nature, and we believe that to achieve this peace, we need a bath of truth about what is happening in those territories of the country.
Acción Ecológica was closed once before in 2009 by the current government of Ecuador, for the same reasons they now argue, however, these were clarified and [the issue] was favorably resolved.
At that time, thousands of people in Ecuador and the world raised their voice against this injustice. Once again we are receiving solidarity and we thank the social organizations, movements, guilds, human rights institutions, environmental organizations, feminists, and others [who stand with us], we know that it is with this kind of manifestations that we will be able to reverse the arbitrariness and illegitimacy of the closure of Acción Ecológica.
Acción Ecológica is an organization that has defended nature for 30 years and is also an integral part of the International Federation of Human Rights – FIDH, because we are convinced that only by defending the territories that support the reproduction of life can the rights of humans be guaranteed.
We will continue to defend human rights and Nature because “We are like the grasses of the high plateau which, when mowed down, grow again …”
